Strategic Focus Areas
Municipal Facilities
Plan, design, and construct future-ready municipal facilities—including Fire & Rescue, Maintenance, Recreation, and City Hall—while responsibly repurposing existing buildings to support additional municipal services or community-oriented uses.
Infrastructure & Utilities
Invest in water, sewer, streets, sidewalks, trails, lighting, traffic controls, and roadway safety to support current needs and future growth. Infrastructure planning is coordinated with county roads and highways adjacent to the city and aligned with long-term development objectives.
Commercial & Retail Development
Proactively recruit and develop targeted retail, restaurant, lodging, and highway-service uses.
Strategically utilize Tax Increment Financing (TIF) redevelopment areas to stimulate private investment and advance priority development sites.
Education & Community Strength
Waverly’s schools continue to demonstrate excellence in academics, entrepreneurship, leadership, and athletics. Educational facilities are planned and maintained to support future capacity and long-term community needs.
Housing
Support a full range of housing options, including single-family, market-rate and workforce multi-family, and senior housing. Encourage growth through infill and planned expansion to the east, south, and north of the community to meet current and future demand.
Tourism, Sports & Recreation
Leverage existing sports and recreation assets to increase economic impact and support complementary commercial development, including lodging, restaurants, and RV or camping facilities.
